fixup! ATS needs to show all branches committed to regardless of parallel configuration
For-loop in AtsBranchManagerCore was not properly looping through and comparing branches. (see commit).
AtsBranchManagerCore and AtsBranchManagerCoreTest were both updated to properly test for this problem.
This was committed as a fixup! for the previous commit which had a bug in it.
