We also continue to get feedback from users that they are confused because the top-level entries in the navigation tree work differently than the nested ones. This is especially an issue for screen reader users (accessibility). From usability tests as well as comments from end users of our information centers, we have a lot of feedback from keyboard-only users and screen reader users, as well as sighted, mouse users, that the behavior of the top-levels in the help system web app contents is confusing because it is not as straightforward or the same as the other levels. The accessibility testing results state that the help contents is simpler to use if the levels all work the same way: a plus/minus icon to open and close, etc. Our requirement is to have this changed and be consistent for all deployment scenarios (standalone/infocenter/integrated.
