In the Eclipse Help System documentation, different levels of branches
operate differently.

Clicking on a closed folders name:
- opens the folder if it's a top-level branch, but
- doesn't open it if it's a lower-level branch.

For opening or closing a folder by single-clicking:
- top-level branches don't support it, while
- lower-level branches have the +/- boxes.

Double-clicking on a folder's name:
- opens a top-level folder, but
- toggles a lower-level folder.

There's no obvious reason that first-level branches should operate
differently than second-level (or deeper) branches.

We also continue to get feedback from users that they are confused because the
top-level entries in the navigation tree work differently than the nested ones.
This is especially an issue for screen reader users (accessibility).

From usability tests as well as comments from end users of our information
centers, we have a lot of feedback from keyboard-only users and screen reader
users, as well as sighted, mouse users, that the behavior of the top-levels in
the help system web app contents is confusing because it is not as
straightforward or the same as the other levels. The accessibility testing
results state that the help contents is simpler to use if the levels all work
the same way: a plus/minus icon to open and close, etc. 

Our requirement is to have this changed and be consistent for all deployment
scenarios (standalone/infocenter/integrated.

The table of contents tree is in the process of being reworked in Eclipse 3.3 which will result in consistent navigation at all levels of the tree.

The tree has been rewritten to have consistent gestures at each level of the tree.
