1. Create a new self-hosting site configuration.
2. Start it.
3. Try to access an image (served from your Orion workspace) that doesn't exist. For example, load this in your browser:
 [your selfhosted site]/images/bogus.gif
4. Now try to fix the 404 by copying a real image into
 [client repo]bundles/org.eclipse.orion.client.core/web/images/bogus.gif
5. Access the URL again. It 404s again.

You need to hard refresh (Ctrl+Shift+R) to see the image.

This is problematic for development, as images can 404 while you're testing, and appear to be broken for a long time.
