We now have message notifications in a slideout.
The old progress code attaches "close message" behavior to the error/warning/info icon in the notification.  This was a hack when we didn't have dedicated space for the notification.

Now that we have a notifications area, we should put a close icon on it and remove the close behavior from the message icon.  The icon will be on the right of the notification area.

As part of this bug, the dismiss buttons in the slideout should move to the right for consistency.
