dependencies properties :  the icu4j change is removing /usr/share/java/com.ibm.icu-4.4.jar:/usr/share/java/com.ibm.icu.jar and /usr/share/java/icu4j.jar
The former would break for debian guys and the later will break on us when bootstrapping (e.g. arm, ppc...)..
