org.eclipse.persistence.config.TargetServer is missing the latest server platforms.

We only implement a new ServerPlatform class when there is a change in behavior.  If a new release of a server doesn't change any of the behavior we access in the ServerPlatform we don't make a change.

If there is a number in the platform name, it represents the minimum server version to use it with, not the maximum.
