As documented in bug 369939, it is fairly easy for errors to be in the iplog xml files (or, for the xml file to be missing) and not be noticed. There are some tell-tale signs if you read the download table closely, Such as there could be a cell that says "data file missing for this bundle" or "no project matches this version" ... but ... hard to spot those type of errors, out of hundreds of lines in the table. 

One enhancement would be to make such errors easier to spot, by putting a "red X" at the top of the page, like we do for test failures, that said "IPLog XML file error" so we'd know to look more closely at table to find the message.

fixed. Tested 3 to 5 possibilities and they worked. There might be other "combinations" I hadn't thought of.

Marking as fixed, but still need to run one more to make sure "normal" concludes "normally".

reopening until can "fail the build" if IP Log checks fail.

Fixed now. Confirmed on local build and re-enabled eclipse build.
