the landing tasks plugin started as a way of registering getting started tasks in the landing page.  Then the primary nav links were added there (by me) which was not really a good place for it.

We should have a separate plugin that manages the primary nav links and perhaps another separate one that manages the navigator contributions for related links.

fixed.
Broke it up into two:

landingPageTasks.html -> landingPageTasksPlugin.html
   it was the only plugin not named *Plugin so I renamed it

pageLinksPlugin.html
   contains "related links" and "primary nav links"
   basically this is links contributed by "core" for common pages and 
     other plugins can add more.
