I'm attaching the web app for evaluation at the request of 

Reproducible: Always

Steps to Reproduce:
1.Create a web app with a single html file using the eclipse wizard for dynamic web apps.
2. Add abit of text to the html so something will display.
3. War it up using the eclipse export utility.
4. Deploy to Jetty using filezilla.
5. Deploy to Virgo using the admin console.
6. Use Firefox to try each. 
7. Jetty works; Virgo doesn't.

This will work once Virgo implements a generic mechanism for detecting War files and passing them off to the URLStreamHandler from Jetty (or Gemini Web) for transformation in to a WAB.
