Downloading the ADT manually & Installing it from Local/Archive

Sounds like you need to install the source editing tools from the Web Tools Platform first.

I suggest you check with Google to understand what requirements its Android plug-in wants.

I couldnt find how to install from here http://download.eclipse.org/webtools/downloads/drops/R3.3.1/R-3.3.1-20110915193224/ 
 i am not sure wat is missing in Eclipse, can u please refer this Question which i asked. http://stackoverflow.com/questions/8988741/installing-android-plugin-error-with-eclipse-juno-4-2-0
