1.Install New Software ---> Add---> Add Repository
2.URL https://dl-ssl.google.com/android/eclipse/
                        or
      http://dl-ssl.google.com/android/eclipse/
                        or
Downloading the ADT manually & Installing it from Local/Archive

Sounds like you need to install the source editing tools from the Web Tools Platform first.

I suggest you check with Google to understand what requirements its Android plug-in wants.

I couldnt find how to install from here http://download.eclipse.org/webtools/downloads/drops/R3.3.1/R-3.3.1-20110915193224/
