The Juno / release train keyword is impractical: it is the task of the submitter to tell whether the CQ is for the release train or not. However, currently one cannot set the keyword. One has to:

1. Add the train keyword as comment or send an e-mail
2. Wait until the IP team sees and adds it.
   During that time I have to keep track of the CQs that are still missing the 
   train keyword.

This is useless work for both, the submitter and the IP team who has to parse the bug and add the keyword.

Since the keyword field has keywords that the IP team most likely wants to be read-only for normal committers, I suggest that we add a flag for each release like it is done in bugzilla (see this bug report for example which offers a 'juno' flag that can be set).

WONTFIX.

As we change the cadence of releases, marking CQs as special at all is likely impractical. We'll review how we do prioritization and revise our process accordingly.
