Currently Startup's reset, first, and last functions can only be added via text additions to a configuration file.  Graphical editing of the arrays for each of these function types is explicitly disabled in the Startup.xml file (i.e., enabled="false").

This seems to be an intentional decision from the past, based on earlier limitations with array handling.  With recent improvements to array support this may now be feasible, and should be revisited, since it will be a big usability improvement to allow editing from the graphical view.

Steps to Reproduce:
1. Open a .cfg file for a SYS/BIOS example in XGCONF.
2. Click on System Overview, then Startup.  
3. Click the box “Add Startup to my configuration”.  
4. Note that the Reset function 0-4, First function 0-4, and Last function 0-4 are all grayed out and non-editable.
