This enhancement has been created to hold the design discussion for Dynamic Loading of Rich UI applications.  Individual work items should be created for each task that is identified while writing and reviewing the design.  

Dynamic Loading allows a user to indicate which EGL Rich UI Handlers will be loaded by an application at runtime, and should NOT be included in the initial load of the application in the browser.

Considerations:
* A way to indicate that a RUIHandler will be dynamically loaded
* Updates to deployment to avoid including dynamically loaded handlers in the initial application load
* A way to load handlers dynamically at runtime
