Reverting the fix for bug 364418 is trivial. I guess the question is whether re-introducing the deadlock is worse than introducing this failure. We also have the option of re-applying my fix, which didn't load the breakpoint manager in DebugPlugin.startup(), though we've already done a full day test pass on 3.7.2. Still, I've done testing on that fix when I developed it so I would recommend going with it, even for 3.7.2.
