In the dmk.bat on line 59 CONFIG_DIR is configured with %KERNEL_HOME%\config instead of %KERNEL_HOME%\configuration. This prevents Virgo from starting properly in Windows. dmk.sh on the other hand does refer to configuration.

Thanks! I missed that one. :)
Fixed with commit 8e1c975, it will be out with M03.

Meanwhile the workaround as you already know is just to replace /config with /configuration.
