It's only called in special cases and a upper limit for gtk version has
been added to the checks.

It is ok to make this function dynamic, but we need to find an alternative implementation for Tooltip.java (when not SWT.BALLOON) since that code still runs for versions > 2.12. I removed version check in Tooltip until that is done.
