If the [yourreport].rptdesign file is changed outside of the designer (either via an SVN update or externally edited and saved) the designer does not refresh the changes. This has serious implications for team development as one persons changes can be obliterated. This is not a SVN problem as I have confirmed that it happens when the report is edited externally and saved.
The only solution is to completely close the designer and re-open report.
A typical scenario that causes us problems is, if you check-in your changes, leave the report opened in the designer, update SVN for the changes of another team member. Their changes are not refreshed in the designer, when you make additional changes, you will be able to check-in as the respository is up-to-date on the filesystem, however the other developer changes will not be there. Work has been lost as a result

Steps to Reproduce:
1. Open report in designer
2. Change it and save
3. Open report externally in text editor and change, save
4. Go back to eclipse, the report designer will not tell you the source file
   has changed, neither F5 nor double clicking on report in Navigator will
   refresh to the current contents of the report on disk.

I have read the reason why this was closed. Maybe you have not understood the seriousness of what is involved. I know that editors are independent, however the bug remains valid bug. The report plugin does *not* show the latest contents of the report as it is on disk, even after a refresh (F5). This plugin does not exist in isolation of the rest of a development environment, it needs to take into account that the source file for the report will change externally to the plugin and handle that.
