Ctrl+Shift+R (or CMD+Shift+R on mac) does not open the open resources dialog in the navigator.  Instead, it invokes the native browser behavior of performing a hard refresh.  The key combination only works when in an editor.

This command is available in all pages, but it is simply 't' on other pages. Also note you can type '?' in any page other than the editor to see what commands are available. We have a bug somewhere about being consistent on keybindings between pages...
