This bug is to backport the changes in Bug 353681 to R3_2_5_patches

+++ This bug was initially created as a clone of Bug #353681 +++

Currently, EJBClientCreationAction is tied into an EJB project being contained by an EAR project.  An adopter (IBM) wants to loosen this restriction, allowing for an extension to provide alternate ways to specify the containment from the EJB to the EJB Client.
