While creating a new DITA document, the root element selection for most DITA type of documents is empty, so you cannot create it. It only works for "concept".

I used a fresh installation as a user. (as defined by http://wiki.eclipse.org/Vex/UserGuide#Installation)

I added the valid root elements to the plugin.xml. (44f8445f7a3a6a534bf010a2034345d936e2c6c6)
