it can be useful when you scroll the caret line out of the view. You can jump back to it by clicking on the annotation on the overview ruler. but I agree, this could be made into a preference. Susan, which hover is distracting for you: the one over the ruler or the one over the text? I am assuming it is the one over the text which is quite useless. The one over the ruler is useful as Felipe mentioned. This started happening when I added the annotations priority.
