Using Orion HEAD from 2012-01-13

1. Go to Navigator. Create a new file.
2. Click the actions menu beside the file, select Copy To > Choose Folder .
3. Browse for a folder in the directory prompter, select it, click OK.
4. The file is not moved.

this was basically another variant of bug 366129.  I *think* that when my commits got munged in that bug, I lost some code, and when I went to put it back, I didn't catch all the cases.
