Shortcut key labels

Shortcut key labels that end with neutral character (usually punctuation marks) do not display correctly in right-to-left mode.

Since shortcut key labels are built programmatically (they are not individually externalized), translators cannot add Bidi control character like LRM/RLM to force the labels to be displayed in left-to-right orientation.

Expected results:
- expect to see "Ctrl+." and "Ctrl+," displayed as-is just like "Ctrl+Shift+T"

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
