The review is complete. I sent instructions to Jeff.

The short version is that we need a bug on Linux Tools to track the movement of the various artifacts (Bugzilla and IPZilla records, code, etc.). Ideally, that bug should be listed as a blocker on this bug. Bug 366993 could serve this purpose well.
