This works fine for me on Linux and Windows 7 using 3.8 M4 or 3.7.1. Maybe your input locale changed? Does it only happen in this dialog? Nope, input locale is English. Yes, so far only found here. I had done some testing and found that the problem is with GNOME desktop, tried running on XFCE desktop and it all works fine.
