Build Identifier: 

To have an effect, it seems that the .ini file must have the same name as the .exe file. However, the name of the .ini file produced by the build is "eclipse.ini", and the name of the launcher artifact is "launcher.exe".

This happens when building configs=win32,win32,x86 & win32,win32,x86_64

Currently we are not actively enhancing PDE build anymore. Therefore, I close this bug as WONTFIX. 

Please reopen, if you plan to provide a fix.
