There is a typo in empty constructor for org.eclipse.birt.report.designer.internal.ui.editors.schematic.figures.LabelFigure class. Construction says "eates a new LabelFigure with a default MarginBorder size 3..." (LabelFigure:54) but it is created with MarginBorder size 1.
