I believe voting must be explicitly enabled in bugzilla 4:

I believe voting has been re-enabled.  Closing fixed; please reopen if you're seeing otherwise.

Crud, looks like this got re-disabled when I upgraded to 4.0.4 last week.  It's re-enabled now.   *sigh*
