On two recent ripples, the snaps build hung displaying the attached popup during FOP processing to produce a PDF form of the snaps guide.

We have had similar stability issues with FOP processing in the past and the only safe solution appears to be to avoid producing PDF documents.

Bypassed in snaps commit 983b28c3922405604bafacdcc61ecd7e0610f779 by avoiding building PDF.
