If you specify in template.mf:

Import-Package: p;q;version="1"

then the generated MANIFEST.MF contains:

Import-Package: p;version="1"

and the package "q" is discarded. This is unintuitive to anyone familiar with OSGi header syntax.

I think this applies mainly to the Import-Package and Export-Package headers, but it might be worth checking that Require-Bundle doesn't have the same issue.
