On Solaris , I cannot create a global anomaly for FORMAL review. The pull-down menu never shows. Not in planning, preparation and decision phase

Changed title as the problem is not that we cannot get the context menu, but the fact that we should not prevent any commands to be executable when the Review is user reviewed

Fixed, will be included at next release.  Take note that bug 358580 is also fixed with the same solution
