The following MenusTest tests fail:

testMenuVisibilityWithCustomFactory

The two failing tests use WorkbenchMenuService.populateContributionManager() which is not implemented in 4.x.

(Actually, it seems that the WorkbenchMenuService is mostly unimplemented in 4.x.)
