As of bug 361752, there is a new bundle equinox.console which uses Felix Gogo. To use the OSGi console, it seems that the following bundles (plus the corresponding source bundles) need to be added to the target platform:

  org.eclipse.equinox.console
  org.apache.felix.gogo.command
  org.apache.felix.gogo.runtime
  org.apache.felix.gogo.shell

Since we're close to the build deadline for M4, and it seems to make sense, I've added these bundles to the runtime-requirements feature. If it turns out that we can do without them, we can throw them out again later.
