All of the information that we need to render a project plan in the standard format should be represented in the combined project and release records (i.e. we should be able to easily render a per-release project plan).

With this implemented, the XML formatted version of the plan should be unnecessary. For completeness, we can generate it.

It probably makes more sense to get the board to change the specific wording of the directive rather than unnecessarily generating an XML file based on content from the database.
