Currently, running/debugging an OT/Equinox-enabled Eclipse application etc.
requires that the fragment org.eclipse.objectteams.otequinox.hook
be co-located next to org.eclipse.osgi.

If both bundles are hosted in different git repos it is not convenient to 
setup a workspace that has both projects as subdirectories of a common root.
OTOH, I just learned that the osgi.framework.extensions can also use an
absolute path using the reference:file: prefix.

The debug.adaptor should utilize this syntax to make these launches
independent from the location of the mentioned bundles.
