Add an  anchor point    <anchor id="ptpPLDTother"/> in PLDT help docs
org.eclipse.ptp.pldt.doc.user so when new PLDT language features
add help docs, 
e.g. org.eclipse.ptp.pldt.openacc.doc.user help plugin, it will be inserted into PLDT toc.

added another anchor point for things related to openmp, so it will not be inserted at the end
