Before the PTP 6 release, I need to write user documentation/online help for the PLDT OpenACC plug-in (assuming Beth accepts it).

- name the plug-in org.eclipse.ptp.pldt.openacc.doc.user

- Beth will put an anchor in org.eclipse.ptp.pldt.doc.user where it can be inserted

- please make a toc.html and not just a toc.xml so that there is something to link to later as a URL

- the anchor is <anchor id="ptpPLDTother"/>

Per IM with Beth, we decided to put the documentation directly into pldt.doc.user (since OpenACC support is not going to be a separate feature anymore).  I committed a first draft of the documentation; will work on improvements before closing this bug...
