Namespace URI in ReqIf files is incorrect.

Instead of 'http://www.omg.org/spec/ReqIF/20101201'
the 'http://www.omg.org/spec/ReqIF/20110401/reqif.xsd' should be used.

This is critical because validation against the ReqIF XML schema always fails due to unknown elements.

validated by creating new reqif file in ProR Standalone application.
(note the namespace of existing files is not changed when saving modifications. I think this can be considered as a feature)
