The documentation view can become unavailable sometimes.
When select and deselect "use HTML Editor" in the documentation view, the view become unavailable for all elements

The documentation view is not part of Papyrus anymore. It may be re-included at some point with a new HTML Editor (Probably in 0.10.X).

Old HTML Editor-related bugs are deprecated and won't be fixed. I close this task.
