1) Start a new workspace that shows the Welcome Screen
2) Close and save the workspace
3) Restart the workspace

Note that the Welcome tab is visible and maximized but is empty.

Resize the window does not cause it to redraw properly but double clicking on the the tab to minimize it does.

This sets the initial standby state in ViewIntroAdapterPart#createPartControl.
