Disabling a review and then restore it, cause all children to remain disabled, 
It is possible to re-enable the review items however even file context remain disabled, 
  eventhought there is no command available to disable / restore file context elements

While I've seen this in the past, I tried multiple ways and I cannot reproduce this problem anymore.  We'll close it for now and re-open it with more info if it happens again
