I've been looking around to see if this has bug has been filed. This bug might relate to it: BUG-ID: 319729, but I'm not quite sure that it is actually the same bug.

Reproducible: Always

Steps to Reproduce:
1. Remove all toolbar icons by right-clicking the toolbar and selecting customize perspective and uncheck all icons.
2. Resize perspective tab on the right-hand size.
3. See how the toolbar suddenly pops down ~20 pixels

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
