as of now, plugins sitting on top of jdt ui can add their actions only to 
the 'additions' section

this is too constraining - you may want to add them anywhere

This is possible as long as you know the existing slots. Only "additions" is 
currently public. This is consistent with the workbench. Asking platform if 
there are plans to make more slots public or if this is something each plug-in 
should decide on its own.

There has been talk of defining these groups properly for ages - this is 
something that really needs to be looked at for 3.0 to improve the platform.
