When I scroll the text via ctrl+up or ctrl+down, the text cursor follows the text, as expected, but when this cursor reaches the top or the bottom of the text window, instead of being constrained inside the text window, it keeps following the text outside the window. Then, after the scroll operation, if I hit the up key or the down key, the block of text suddenly scrolls many lines at once, to allow the cursor to be visible. This is an annoying behavior, because one expects the text not to scroll when one hits the up or the down key..

Reproducible: Always

Steps to Reproduce:
1. Open a text file containing more than three text-screens long of text.
2. Scroll the text so that the middle (vertically) of the text be positioned in the middle (vertically) of the text window.
3. Scroll the text using ctrl+down, way after the cursor leaves the text window.
4. Hit the up key.
