For some odd reason (haven't figured it out yet), on the workshop VM I have (Red Hat Linux, running Eclipse, launching with Jetty) it returns charset as ISO-8859 even though everything is set to UTF-8 that I can find.

Yes, this appears to be a duplicate of Bug 370323.
