Provide a service provider stub implementation (domain-independent) that consumers can OSLC-ify their application(s).  The stub would provide the necessary service provider infrastructure with code comments on how to extend for a specific domain/application.  We could reuse some common components such as the OSLC Query parser in CSNext.  A nice complement would be a tutorial (e.g. "OSLC-ify your application in x days").

Moving to server component.  I believe this falls in line with our plans for Lyo's server SDK.  We plan to deliver a number of things with this SDK: 
1) The server SDK
2) Reference Implementations using the SDK
3) A good sample usage of this SDK (bugzilla provider)
4) Some starter/enablement material such as template/stub (this request)

This was completed in Lyo 1.0 (SDK, samples, and workshop).
