Build Identifier: 

When creating a dynamic web project and selecting Disable Library Configuration, For servlet information, The JAX-RS Servlet class name field is enabled but the label is greyed out! This obviously has usability issues. 
In addition, The Update Deployment Descriptor check box should also be available to users.

Reproducible: Always

Steps to Reproduce:
1. Create a New Dynamic Web project
2.Select Disable Library Configuration as the Type
3. Notice the JAX-RS Servlet class name label is greyed out but it is editable
