BuildAction's isEnabled() method is not invoked when the active part is an editor. It also seems like the handler service cannot find a handler for the org.eclipse.ui.project.buildProject command and returns 'false' as a result.

Unfortunately, making the backing model an opaque item didn't seem to help.

I ran a very simple test that used to fail and it now works as expected using:
I20120425-1200
