- show tooltip in addition to the binding

In the duplicate bug Ian finds the Orion yellow on black too "DOS box" looking.

It really doesn't look like a pop-up I would expect to see on a web page.

I think with some beefing up/formatting it would look better.  At the time I was trying to use Orion colors but after the fact I found gmail keyboard help which is ironically yellow on black (but also with white, better formatting, transparency, etc.).

I addressed some of these issues in this commit:

Added:
- better layout
- filtering
- ability to execute editor actions
