As project lead for code recommenders project, is it possible to get permissions to create/edit/maintain bugzilla versions, milestones etc. for technology/recommenders product?

Ok, you should be able to login to the portal with your committer id(not your bugzilla id) and under the 'tools for comitters' widget the link 'manage bugzilla targets,components and milstones' should take you to a page where you can edit your projects details.
